LAKESHORE PARK IMPROVEMENTS PARKS AND RECREATION DEPARTMENT CITY OF DALTON, GEORGIA Sealed Proposals for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the Lakeshore Park and Threadmill Lake Improvements will be received at the City of Dalton Purchasing Department, 300 W. Waugh Street, Dalton, Georgia 30720, 2:00 P.M. local time, on March 15, 2017, and then at said location, in accordance with OCGA 36-91-21(c)(1)(B), publicly opened so as to avoid disclosure of contracts to competing offerors during the process of negotiations. A non-mandatory Pre-Proposal Conference is scheduled for March 1, 2017 at 10:00 A.M. local time, at Dalton City Hall, Dalton, GA 30721. Proposed project improvements include, but are not limited to, re-grading the existing three ponds to create a single pond. Control structures will be included to convey water from the wetland to the pond and from the pond to Lukens Branch. The pond will be graded so that no additional fill is added to the floodplain. Riparian buffers will be constructed around the proposed pond, wetlands, and unnamed tributary to Lukens Branch. The areas adjacent to the existing track will be stabilized to prevent future erosion. Landscaping will be installed within the riparian buffer and in other locations within the project limits as shown in the landscaping plans. Wetland improvements include the removal of debris from within and around the banks of the wetland, the removal of exotic species around and within the wetland and planting native species within and around the existing wetland. A forebay will be constructed to filter off-site runoff before it enters into the wetland. A boardwalk will be constructed within a portion of the wetland and adjacent to the west end of the existing track. Two piers will be constructed in the pond. The piers are located on the south side of the pond. Advertisement For Proposals 2/14/2017 36237-02 Each Proposal must be accompanied by a Proposal Bond, prepared on the form of the Proposal Bond attached to the Contract Documents or a Surety Company's Standard Proposal Bond, duly executed by the Proposer as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed as a certified company in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Proposal. No Proposal may be withdrawn within 60 calendar days after the scheduled time for receipt of Proposals. All Proposers must be licensed and shall comply with all requirements of the State of Georgia. The Owner will in no way be liable for any costs incurred by any Proposer in the preparation of its Proposal in response to this Invitation to Proposal. The successful Proposer for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Proposal. The Owner reserves the right to reject any or all Proposals, to waive informalities and to re- advertise.
